Part of the reason is they count anything above midway on the critics' rating scale as "Fresh," whereas I do not. To me, a "Fresh" means I am actively recommending the movie. I don't consider an average rating of 3/5 stars to be a "good or bad" movie, but I default to "Rotten" as the only other option. I and many other critic wish there was a middle option, but there isn't as part of the Tomatometer dynamic.
I generally only catalogue it as "Fresh" with a rating of 3.5 or above. Hope that helps!
